All that is totally arguable though, all Luis has to rely on is the Super Drop Diamond's vastly superior performance, and considering he was at least skilled enough to race miles down the highway in a matter of minutes to catch Bulgarin's plane while dodging his hitmen and other civilians on the road, I'd say he won't be slowed down by the Vice City traffic. He's not quite as skilled a driver as Niko and Johnny, but then again I don't think Michael or Trevor are quite that skilled either, only Franklin.
